He was born in a beautiful town in the State of Merida, Venezuela.
Son of Hortencio Moreno and Catalina Matheus de Moreno.
He was a man who, despite having little education, because he did not have the necessary means at his disposal, was an enlightened man and this allowed him to start a path and today leaves a great legacy.

Only God was able to cross the love of his life: Zaira Mateus de Moreno, with whom he married and remained together for 60 years forming a great family.

From this union we were born their children; Lesbia Josefina, Maria Eugenia, Jose Enrique, Jorge Ducep, Tania del Valle

He was the loving grandfather of; Víctor Eugenio – Ducep Alberto- Saire-Zarait- Enmanuel Alejandro- Wiliams – Zaira Elena-Jorge Luis Eugenio José and Sedna Zaira.

His great-grandchildren; Amber Yelena, Ducep Gabriel, Ethan, Zachary, Zoey

We are grateful because we had the best father, grandfather and great-grandfather, his stories, his songs have been transmitted from generation to generation always with the same love and contagious joy. He planted in our minds and hearts unforgettable moments. My soul is filled with joy for everything I experienced at his side.

He was a man dedicated to his family, but he was also an entrepreneur, worker, politician and social leader.
It was not easy for him to achieve his achievements, I know that because I had the privilege of being at his side in those moments.

And so I can list a few; He was prefect, He was President of the Communal Board (today Mayor), He was a judge (my great pride), Active member for many years of the Association of Livestock Farmers of the South of Lake Maracaibo (AGASUR)

These positions gave him the opportunity to help numerous people and solve problems in the community, always seeking the common good and applying justice.

As a politician He was an active member, militant and leader of the Democratic Action Party and from there he was a defender of Democracy and freedom of our country Venezuela.

But his great Entrepreneurship, his dream, his passion and his legacy was the Finca “LA FLOR”. He made it, he worked it, and he took his family, us to live in it, where we shared innumerable family moments, we learned the value of family and work, to live and enjoy life, not to give up, to fight and move forward despite adversity to achieve goals and dreams.

Today we are here, gathered because we are all you, your blood runs through our veins and it is the best thing you have left us. It is your essence. It’s your life. Now it’s up to us to move on to achieve our goals because he did and he did. We will too, we will continue his legacy.

I know he will be watching our actions and endeavors.

It is inevitable to feel sadness and a great emptiness in the heart, but I have the peace and comfort that you are already with our heavenly Father.

Dad, your light will shine forever, today you are our Guardian Angel, and you will be happy in your home as your family was with us.

I love you with all my heart forever.
