On Friday, May 10, a mother contacted the Osceola County Sheriff’s Office and advised that on the previous evening, a man had taken pictures of her 12-year-old daughter as she bent down to tie her shoelaces inside the Target located at 3200 Rolling Oaks Boulevard in Kissimmee, according to OCSO.
