A Deltona man was arrested after local authorities were notified by the National Center for Missing and Exploited Children that he was in possession of videos and images depicting child pornography.
Volusia County Sheriff’s Office deputies arrested Victor Manuel Blandin last week following an eight-month investigation that began with a tip from the NCMEC, which alerts law enforcement agencies to possible sexual exploitation of children on the internet.
Local detectives began investigating Blandin in December and executed a search warrant at his home. That warrant turned up explicit photos and videos of children ranging in age from 5 to 12 years old. Authorities say they discovered more explicit materials than were tagged in the original tip by NCMEC.
None of the victims depicted in the images appeared to be local children, according to police.
Blandin was charged with three counts of possession of materials depicting sexual performance of a child. He was jailed on $30,000 bond, according to Volusia County court records.
Anyone with information about Blandin, or similar cases in the area, is asked to contact the Volusia County Sheriff’s Office Child Exploitation Unit at 386-323-3574.
