Probation officer stole offender’s pain meds, police say

An Altamonte Springs probation officer is being accused of stealing pain medication from an offender who was under her supervision.

Elizabeth Ann Holliman was arrested by Altamonte Springs Police Department officers on Sunday, July 23, on multiple felony charges, including larceny grand theft of a controlled substance.

According to an arrest report filed in Seminole County, police were called to the Los Altos Apartments on Sunday night at around 9:12 p.m. in reference to a probation officer stealing pills.

According to the victim and her wife, the couple began noticing that pills were missing from the victim’s Hydrocodone prescription beginning in May 2023. The victim says that around that time, Holliman told her that she received an anonymous call reporting that the victim had been “abusing her medications.”

The victim says that throughout the months of May and June, she ran out of medication and had to take her wife’s medication with permission.

Two weeks prior to July 23, the victim says that Holliman made a visit to the residence and the victim told her that she did not have any pain medications. At the time, Holliman asked the victim when the victim’s wife would be getting more pills.

The victim told authorities that no other probation officer had checked on her medications in the past.

When police arrived at the victim’s apartment that evening, Holliman answered the door. As she attempted to leave the residence, the officer told her to wait as they were conducting an investigation.

The victim and her wife told authorities that they believed Holliman had stolen pills that evening while she was going through the victim’s medications in the kitchen. Before the victim gave Holliman the pill bottle, she counted that there were 58 pills inside.

After Holliman performed her check, the pill bottle only contained 42 pills.

While Holliman was waiting outside of the home, an officer noticed that she went around the building and began ruffling in her pocket. When approached, the officer noticed that multiple pills had been scattered on the ground near Holliman’s feet.

The pills bore the same markings as the Hydrocodone pills in the victim’s medication container.

During an interview with Holliman, she told authorities that she was at the home on “official business.”

The report noted that Holliman had driven to the scene in her personal vehicle, was wearing street clothing, and entered the apartment with only her phone, car keys, and a handwritten list. She left her work folder, work cellphone, and her agency-issued badge inside her vehicle.

Holliman told police that she conducts weekly checks and on the day of the incident, she self-initiated a probation check. She told officers that she intended to discuss “early probation termination” with the victim.

Throughout the interview, Holliman denied taking pills from the victim and denied disposing of them in the mulch area next to the building.

Holliman was arrested and transported to the John E. Polk Correctional Facility in Sanford. She faces charges of larceny grand theft of a controlled substance, obstructing justice by tampering with evidence, and drug possession of a controlled substance without a prescription.
