Two Volusia residents have been arrested after deputies say they subjected a 12-year-old boy and 14-year-old girl to “heinous punishment” and “cruel mistreatment.”
On Friday, July 24, the Volusia County Sheriff’s Office announced the arrests of 42-year-old Ormond Beach resident William Conner and 33-year-old DeLand resident Samantha Lucas in connection with a Department of Children and Families (DCF) case that was referred to VCSO.
According to VCSO, both suspects in this case are being charged with two counts of child neglect, and Conner is facing two additional counts of child abuse. These charges stem from an investigation that was reportedly launched by the agency in May.
Investigators allege that Conner primarly targeted the 12-year-old male victim, locking him inside a detached laundry room where he was deprived of air conditioning and running water. The male victim also reportedly lacked access to a bathroom and was forced to “use a bucket.”
The male victim reportedly told investigators that Conner fed him food that was “contaminated with animal feces,” and he was given water that was “mixed with urine.” The victim further alleged that Conner struck him with a studded belt, electronic cords, and plastic spatulas.
In a media release, VCSO stated that Conner allegedly used a surveillance camera equipped with two-way audio inside the laundry room to monitor the male victim and prevent him from sleeping. According to the agency, the 14-year-old female victim in this case was also subjected to similar mistreatment at times.
Deputies confirmed that both victims have since been removed from the residence and placed in a safe environment.
On Thursday, July 23, Conner and Lucas were taken into custody and booked into Volusia County Jail. They were both released the following day after posting bond.
No further details were provided by the sheriff’s office.
